What is BILD Act (RRN) certification?

BILD Act (RRN) certification is the UK's national standard for behaviour support and restraint training. It means a training provider's programme has been independently assessed and certified as compliant with the Restraint Reduction Network Training Standards: the ethical benchmark recognised by Ofsted, CQC, and NHS England.

+ProActive Approaches is a BILD Act (RRN) certified training provider. Our certification confirms that all of our training programmes, including behaviour support, PMVA, and Train the Trainer courses, comply with the Restraint Reduction Network Training Standards.

What is BILD Act?

BILD ACT (Association of Certified Training) is a UK charity that independently certifies behaviour support and restraint training providers against the Restraint Reduction Network (RRN) Training Standards. It is the only nationally recognised certification body for this purpose in the UK.

BILD ACT is licensed by the Restraint Reduction Network to carry out certification. When a training provider is described as "BILD Act certified" or "BILD Act (RRN) certified", it means their training has been independently assessed and confirmed to meet these standards — not simply that they have self-declared compliance.

The certification process involves a detailed assessment of the training programme's content, theoretical underpinning, delivery, and post-incident support components. Providers must demonstrate alignment with the RRN Training Standards before certification is awarded, and must maintain compliance through ongoing review.

What are the RRN Training Standards?

The RRN Training Standards are a set of ethical standards published by the Restraint Reduction Network that define what good practice looks like for any training that includes restrictive interventions. They were developed with NHS England and are endorsed by the Department of Health and Social Care.

Protect human rights

Training must promote person-centred, best-interest, and therapeutic approaches to supporting people in distress.

Reduce restrictive practices

The primary goal is prevention and de-escalation — physical intervention is treated as a last resort, not a default.

Address root causes

Training must help staff understand why behaviours occur, recognising that distress and unmet need are usually the drivers.

Ensure dignity and safety

Where physical intervention is necessary, the standards require the safest and most dignified approach.

Support post-incident recovery

Training must cover debriefing, documentation, and the emotional impact of incidents on both staff and the people they support.

Promote reflective practice

Certified training embeds a culture of learning and reflection rather than just technique delivery.

NHS England endorsement: Prof Tim Kendall, National Clinical Director for Mental Health, NHS England, said: "The NHS welcomes the publication of the Restraint Reduction Network Training Standards. These standards have been written to focus on ensuring training promotes human rights and supports cultural change necessary to reduce reliance on restrictive practices."

Why BILD Act certification matters for your organisation

Choosing BILD Act certified training is not just about ticking a regulatory box. It directly affects your regulatory ratings, your staff's safety, and the quality of care you provide.

Ofsted

Ofsted inspectors assess whether children's residential homes use appropriately certified behaviour support training. Non-certified training is a risk to a positive inspection outcome.

Care Quality Commission (CQC)

CQC regulations require adult social care providers to ensure staff are trained to the appropriate standard. BILD Act certification provides the evidence base for compliance.

NHS England

NHS trusts and healthcare providers are expected to use RRN-compliant PMVA training for staff working in settings where violence and aggression are a risk. BILD Act certification confirms this compliance.

Staffing agencies

Major NHS staffing agencies including NHS Professionals require BILD Act certified PMVA training for agency workers placed in acute, mental health, and community settings.

How BILD Act certification underpins the +ProActive approach

Certification is a floor, not a ceiling. The RRN Training Standards set the minimum ethical requirements. +ProActive Approaches builds significantly beyond this baseline.

Our training is grounded in the neuroscience of trauma and behaviour, drawing on the work of researchers including Stephen Porges (Polyvagal Theory), Bruce Perry (neurosequential model), and Bessel van der Kolk. This means staff don't just learn what to do in a crisis. They understand why behaviour happens, which fundamentally changes how they respond.

Organisations that have implemented +ProActive Approaches training consistently report reductions in restrictive interventions of 70 to 80%, well above what basic certification-level training achieves. The BILD Act certification provides the regulatory credibility; the +ProActive methodology delivers the outcomes.
